Some institutions on this list are public and charge varying tuition rates to resident and non-resident students. We only considered the resident tuition rate in this circumstance. Our formula takes this yearly tuition rate and adds a multiplier that is equivalent to the percentage of students who matriculated at the school but did not end up graduating. Example: ABC State University has a yearly tuition rate of $12,000 and a graduation rate of 80%. It would have a rating of 14,400 (12,000 x 120%). Lower ratings are good in our system.
