The two statistics our formula takes into account are yearly tuition rate and graduation rate. Most of the community colleges on this list have differing in-state and non-resident tuition rates. We only considered the in-state tuition rate for our list. Our formula takes the tuition rate and adds a multiplier that is equivalent to the percentage of students who enrolled but did not finish their degrees. Example: Community College #1 has a yearly tuition rate of $3,000 and a graduation rate of 20%. Its rating would be 5,400 (3,000 x 180%). Lower ratings are better than higher ratings.
