Some of the schools on this list charge different tuition rates for in-state and non-resident students. For these schools, we only took into account their in-state tuition rate. We then took this rate and added a multiplier equivalent to the percentage of students who did not graduate. The resulting figure is the final rating we used to rank the schools on this list. Lower ratings are better for a school’s ranking in this article.
