We only looked at the in-state tuition rate for these schools. Our formula takes the yearly tuition rate and adds a multiplier that is equal to the percentage of students who enrolled at the school and did not end up graduating. Example: University A has a yearly tuition rate of $10,000 and a graduation rate of 50%. Its rating would be 15,000 (10,000 x 150%). The schools in this article are ranked from lowest rating to highest rating, as a low rating is desirable.
