The public institutions on this list have varying tuition rates for resident and non-resident students, but we only considered the resident tuition rate. Our formula takes the tuition rate and adds a multiplier that is equivalent to the percentage of students who did not graduate after enrolling at the school. Here’s an example of our formula in action: ABC University has a tuition rate of $25,000 and a graduation rate of 80%. Its rating would be 30,000 (25,000 x 120%). Lower ratings are better with our formula.
